Tom Hayden

Republican Candidate for County Commissioner, District

I was asked and encouraged to run for this office by Republicans, Democrats and unaffiliated voters. From a lifetime of involvement with Clear Creek County issues and our community, many urged me to put my knowledge and ability to work for the concerns of all citizens in order to provide for the best future possible. I am looking forward to doing this, with your support.

Many issues including development, mining, expansion of I-70, and preservation of our historical and natural environment, puts Clear Creek County at a pivotal point. I see opportunity that requires leadership, support and direction from our County Commissioners. The future has never been more exciting and deserving of the qualified attention I am willing to provide with a full time commitment. Developing the strong assets that we already possess such as tourism, recreation, history, mineral wealth, new energy production, paired with conservative spending, can provide us with a sustainable economy, tax revenue, and services.

On Land Use and Water. Promoting responsible growth while preserving our natural beauty, clean air and water, are top priorities. My interest in county land use and zoning has remained strong after my ten-year’s service on the County Planning Commission ending in 1992. I will continue to support the county’s involvement in the complex issue of western water that controls a vital part of our future.

On Fiscal Responsibility. I am a fiscal conservative, and I strongly believe in spending any tax dollars as if the dollars are my own. All spending should be carefully approved, managed and monitored to insure that no tax dollars are wasted. My experience and knowledge will allow me to do this. Unused tax dollars should be retained for budget reductions or returned to the taxpayers.

On County Services. By providing leadership, standards and support for more efficient, productive and responsible government, I will monitor and certify the cost of county government and insure that the services provided are needed. I come from a private business background where I was responsible for any success or failure. As Commissioner, my expectations will not change.

On Development. Future commercial or residential development is difficult with our naturally restricted topography, water and the effects on our natural environment. Developing recreation, tourism, mining, and non-traditional employment opportunities should be pursued. Development should not compromise the basic values that represent agreement with the 2010 Citizen Survey. Efforts to maximize our existing commercial and residential areas and natural resources should be pursued in a responsible manner.

Help change become progress. We have a wealth of opportunity and resources, I want to put them to work. Please contact me with any questions or comments. I appreciate your interest and of course your vote.

Clear Creek County Citizens,

The most important role of the Board of County Commissioners is its fiduciary responsibility to make informed decisions and to be open and accountable to all citizens including our youth.

Clear Creek County needs to review and update its long-term goals to be frugal in practice and perception. The county must be mindful of all taxpayers when establishing budgets and creating new regulations. My work exposed me to the best and worst regulations found all over the Rocky Mountain Region and taught me what to look for when businesses approach the county.

County government provides basic services such as local roads, emergency services, public records, land use planning and social services. In my professional life, I managed engineering departments, construction and maintenance groups, and employee relations; this extensive experience will be beneficial in dealing with the complexities of overseeing management of county services.

The county should encourage development of sustainable businesses including mining and energy production compatible with the character of the local towns and with our mountain lifestyle. While commercial development space appears to be at a premium, let us not forget about the unused spaces in our existing towns and communities. The county needs to proceed with its I-70 agreement with CDOT and water quality agreement with EPA.

No other county commissioner candidate has my in-depth experience with:

Land use issues (easements, roads, property rights, surface and subsurface property values)

Telecommunications options

Budgeting and forecasting

Water rights and storage

Energy production

Prudent mining issues

Business development and Business operations

Resource conservation

Community volunteering and youth programs

Historic preservation and open space values at our family’s fifth generation Guanella Ranch.

I welcome any questions you may have and ask for your vote as Republican candidate for Clear Creek County Commissioner for District 3.
